how come my wordpress plugins page on my dashboard doesnt have a "add new" button?

i am in my dashboard of my wordpress site and i click on plugins but after it takes me to that page, there is no add new button.
how do i get a plugin?
i have never installed a plugin before

    Is it missing from your sidebar AND your plugins page ? You may have a corrupt install. It may be a plugin you are using is causing a conflict. Are you using any plugins that affect the admin area? Have you installed any plugins at all before this happened ? Have you tried upgrading to the latest version of WP ? Try switching themes for a moment and check if it comes back. REMEMBER TO ALWAYS BACK UP YOUR DATA.

    If you are using FTP you can always upload the new plugin through FTP into your wp-content > plugins folder
